Sandra Woodley, Chief Financial Officer, provides leadership to and manages the Board's business, finance, strategic planning and capital programs.  In her capacity as the Chief State Higher Education Finance Officer (SHEFO) for Arizona,  she serves as liaison with various state and national organizations.  Sandra assists the Board and the universities with the development of business plans and long-range strategic plans; advises the Board on all university system financial, capital, budget and tuition setting matters; develops financial and capital reporting and accountability mechanisms; makes presentations to the Board, Governor's Office, Legislature, and other public entities.   She works with senior university staff in the development of budget requests; recommends appropriate university system financial and capital policies; conducts system-wide analyses of complex financial issues; and, monitors the financial condition of the universities.    She manages staffing for various Board committees on capital, strategic planning, and financial issues and oversees the accounting programs and services for the central office of the Board.

Mary Adelman, B.S., CPA

Mary Adelman, Assistant for Business and Finance, is responsible for the day-to-day oversight of business operations of the central office. She is also the fiscal officer for special programs under the Board's direction. She assists the Executive Director and Associate Executive Director for Business & Finance on special projects. In addition, Mary serves as a liaison to the State's General Accounting Office on behalf of the Board of Regents. Mary also represents the Board to contractors providing special human resource programs such as optional retirement plans or flexible spending accounts.

Kathy Bedard, MBA, CPA

Kathy Bedard, Assistant Executive Director for Business and Finance,  is responsible for the Board’s Technology and Research Initiative Fund (TRIF) budget and program management. She works with the university vice presidents for research and their budget staff in overseeing this program. Kathy performs research and analysis and prepares recommendations regarding a broad range of university financial affairs issues. Kathy performs special finance- and healthcare-related projects for the Executive Director, including preparing submissions to the Legislature relating to The University of Arizona College of Medicine-Phoenix.

Lorenzo Martinez, B.S.

Lorenzo Martinez, Assistant Executive Director for Capital Resources, is primarily responsible for issues related to university buildings, infrastructure and land.   He works with senior university staff on capital development plans, capital improvement plans, capital budget requests, multiyear bonding plans, financing arrangements, leasing/third party arrangements, construction cost control guidelines, space management, bond issuance, debt capacity analysis, and other financial issues related to university capital projects; analyzes capital plans budgets and projects and provide analyses and recommendations on issues related to best practices and sound fiscal management of capital resources.  Lorenzo provides leadership and staffing to the Board's Capital Committee and makes presentations to the Board and to the Legislature, as required.  Lorenzo also performs long-term financial analyses related to the capital infrastructure needs of the Arizona University System and provides advice and recommendations regarding how to link capital planning to strategic planning efforts of the Board and the Universities.

Jan Oestreich, M.Ed.

Jan Oestreich, Policy Analyst, provides support and research to the Business and Finance Team.  In this capacity, Jan works with the Chief Financial Officer on projects, such as accountability measures for the 2020 Vision, long-term strategic plan.  She supports both the Capital committee and the Strategic Planning, Budget and Finance committee with meeting arrangements.  As the coordinator for the Math, Science, Special Education Teacher Loan Forgiveness Program, she provides oversight, leadership and management of the program.  She works with the Academic and Student Affairs Team and the universities in granting loans to qualified students, and tracking graduates who teach in Arizona schools.

Gale Tebeau, Assistant Executive Director for Financial Affairs and Human Resources, reviews and analyzes budget requests and the all operating funds budget of each university and the central office to ensure compliance with Board policy and consistency with approved mission statements and strategic plans. Gale also serves as the affirmative action program coordinator and the ADA compliance office for the central office. In addition, Gale assists the universities and the central office in developing systemwide human resource policies related to recruitment, hiring, compensation and employee classification.
