Policy Questions
Given LCE and the necessity to offer programs and courses anytime, anywhere, should the policies related to funding based on 21st day counts be changed and a new funding formula be devised?
Proposed changes to this policy may be discussed based on the final recommendations from the Governor’s Task Force on Higher Education.
It is recognized though that any proposed changes should be widely discussed with input from the various stakeholders.
The policy on Academic calendar may also need to be considered in the context of funding based on calendared events. (Work Group Discussions from April 2000; ABOR policy 2-401)
Does LCE provide for more experimentation with “experiential learning credits” used towards degrees thus shortening the time to graduation for adult students?
The Board has addressed Learning Outcomes and Assessment measures as additional requirements for ABOR Policies 2-203 and 2-205.
The Board has also modified the Non-Traditional Education policy 2-404 to provide for more flexibility. However, the Board would not proceed to change policy on Academic Credit (2-206) without the careful consideration and recommendation of the faculty and administration. LCE must retain the rigor and standards that traditionally have characterized higher education.
Based on the definition provided by the AFC, the Board agrees that the emphasis is on the student’s competence and proficiency in specific areas of academic and professional knowledge, skills and understanding. Competency-based assessment is an integral part of LCE.
The learner is asked to achieve and demonstrate competence in academic and professional disciplines. Assessment may take a variety of forms such as tests, demonstrations, portfolios, and performances. The Board will continue to pursue information that may provide a model for policy or explore demonstration projects for courses or programs that are appropriate and maintain the rigor and quality of the education in Arizona public education. These may not necessarily tie credit hours to time in the classroom. (ABOR Policy 2-404; ABOR Policy 2-206; AFC Definition on LCE)
