Important Information About ITQ 2009-2010 Funding Priorities

Members of the Arizona Board of Regents’ ITQ Advisory Council have expressed a strong intention to invest 2009-2010 ITQ dollars in the highest-impact projects addressing school districts with the greatest HQT (“highly-qualified teacher”) needs.  Arizona’s next-year ITQ funding will focus on targeting our most successful ITQ strategies for developing HQTs to those K-12 districts and charter schools that need these resources most.

At this point the Arizona Board of Regents does not plan to issue an RFP for entirely new ITQ projects to begin in 2009 – although we may do so later in the calendar year. Instead, Arizona’s initial 2009 grant round will award dollars to:

  • Support next-year funding for multi-year projects that are proving successful; and also

  • Support successful current projects (both continuing and those scheduled to end on June 30, 2009) in expanding their scope to add new high-risk, high-priority partner LEAs.

Notificationsand invitations to apply were sent out in February to current ITQ project teams that are eligible to apply for continuation or extension funding, with funding to begin July 1, 2009.

 

The key focus of the 2009 funding round is to apply successful strategies to new LEAs that have been identified as “high priority” for ITQ purposes.  These are LEAs (including charter schools) that meet all three of the following risk standards:

  • Per the 2007 U.S. Census, at least 20% of children aged 5-17 in the district live in poverty, OR there are at least 10,000 children aged 5-17 in the district living in poverty (ITQ statutory standard); and

  • The LEA did not meet its Annual Yearly Performance for 2007-2008; and

  • Not all classrooms in the LEA were taught by highly-qualified teachers (HQTs) in 2007-2008.

The accompanying file, High-Priority LEA List, lists all Arizona LEAs that match all three high-risk conditions and are thus considered high-priority prospects for ITQ involvement.  This High-Priority LEA List makes it clear where Arizona’s ITQ dollars are likely to have the greatest impact and defines the focus for our next round of ITQ funding.  For this funding round, all new LEA partnerships must be with school districts and charter schools on the “High-Priority LEA List.”
