Panel votes to
freeze state, university hiring

With only one Democrat in opposition, the House Appropriations Committee voted
Wednesday to freeze virtually all state and university hiring and promotions
indefinitely
in an effort to stem the flow of red ink. The move came after Rep. Bob Robson,
R-Chandler, produced figures from the Department of Administration showing state
agencies have continued filling vacancies months after Gov. Janet Napolitano
asked
department chiefs to temporarily stop hiring where possible.
UA-area neighborhood
eyes rules for infill development

Residents of Jefferson Park have crafted a valentine to residential living — a
neighbor-
hood plan that includes the tightest rules for new building in the region. At a
meeting
tonight, neighborhood leaders hope to gather additional support for the plan,
which
asks the city of Tucson to stand up to what neighbors deem inappropriate
development,
despite a state law that could make the city liable for reducing the value of
property there.

lauds 'culture of science'

Gov. Janet Napolitano took her first tour of the UA's Phoenix Mars Mission
headquarters
Wednesday, saying a culture of innovation and scientific research is an integral
part of
Arizona's future. Napolitano looked over a full-scale replica of the probe,
which was
launched in August and is scheduled to touch down on Mars in May to study
climate
and search for signs of habitability, as she discussed the mission's importance
to the
state.

the science universe

Eyes around the world will focus on UA when Mars Lander sets down Tucson will
become a world science center this summer thanks to the University of Arizona's
Phoenix Mars Lander mission, Gov. Janet Napolitano said Wednesday.
Napolitano toured the Phoenix Science Operations Center at the UA Lunar and
Planetary Laboratory. It will be headquarters for the project's science
missions.

Wednesday afternoon. "We just got a million dollars," said Alexis Faust,
executive
director of the Flandrau center. "Why shouldn't I be happy?" The
Freeport-McMoRan
Copper & Gold Foundation announced Tuesday that it is giving $1 million to UA to
support the university's mineral museum, which is part of Flandrau.
Lawmakers
take initial step on budget woes amid complaints

PHOENIX — Legislators on Wednesday took their first formal action to try to
improve
the state's fiscal health in the face of a worsening revenue shortfall, just
hours after
Gov. Janet Napolitano said lawmakers were slow to act. In turn, Republicans law-
makers who supported a bill endorsed by a House committee to impose a state
government hiring and promotion freeze said they felt compelled to act because
Napolitano's administration was slow in tightening the state's fiscal belt.

Opinion: Chamber budget stance music to our ears

The Arizona Constitution requires the Legislature to deliver a balanced budget
before the start of the next fiscal year. That's a daunting task considering
that we
started this year with a deficit forecast at close to $1 billion. Daunting, yes.
Impossible,
no. It's merely time to make some smart decisions that address the immediate
problem but also set a long-term plan for success. Keeping that long-term plan
in
mind is key when considering Arizona's competitiveness.

said.
Today is Arizona Statehood Day and marks 101 days before the scheduled landing
of the Phoenix Mars Lander, star of the Phoenix Mars Mission, that will explore
the
possibility of life elsewhere in the universe.

understanding." In Snow's worldview, understanding the Second Law of Thermo-
dynamics is as important as being familiar with the works of Shakespeare - yet

too few intellectuals and academics are truly well versed in more than one

A.T. Still University president had been arrested for DUI

The president of A.T. Still University, who announced he was taking a medical
leave of
absence Wednesday, recently was arrested for his second drunk driving violation
in a
three-year period. According to Feb. 6 story published in the Kirksville Daily
Express,
James McGovern, 68, was arrested at 2:37 a.m. on Nov. 28 in Kansas City, Mo.,
after
police observed him nearly hitting a median while turning into the wrong lane.
